You are asked for the type of installation you want to perform.             To make a original install of Windows 10,                                  click"Custom: Install Windows only (advanced).

If you install and reinstalling windows, to make sure your device not connect to the internet. We are always use "Offline account" option is  use . If you don't see this option, if you check your internet connection is disconnect for your device and now you can create a local account in the Windows 10 setup only your desktop, laptop and computer.
